La actual situación de
América Latina, nos enseña que nuestro liderazgo no fue eficiente, ni eficaz a
la hora de tomar buenas decisiones en materia política, financiera y social.
Por tal razón, somos
testigos del nacimiento de un liderazgo nuevo, joven, preparado, con la suficiente
inteligencia emocional para levantar un
camino diferente. Un líder transformacional. Alguien que asume las
consecuencias de sus acciones, entiende como medir los avances y sabe construir
puentes de alianzas estratégicas productivas. Los líderes no se pueden juzgar
por ser buenos o malos, son los que nacen de las circunstancias. Satanizado o
Santificado, su gestión es innovadora.
El 24 de julio de 1981 nació
en San Salvador Nayib Armando Bukele Ortez. Bukele es un político que en el año
2012 fue electo como alcalde del municipio de Nuevo Cuscatlán, del departamento
de La Libertad, y luego, en marzo del año 2015, ganó la alcaldía de San
salvador. Ambas postulaciones fueron respaldadas por el partido de izquierda
Frente Farabundo Martí para la Liberación Nacional (FMLN). Es un empresario
autodidacta y vanguardista. Pertenece a la vida empresarial y política de El
Salvador. Su madre se llama Olga Ortez de Bukele y su padre Armando Bukele
Kattán. El tres (03) Febrero de 2019, llega a la presidencia, cargo que asumirá
por cinco años. Con su triunfo electoral, Bukele rompió con casi tres décadas
de bipartidismo entre la derechista Alianza Republicana Nacionalista (Arena) y
FMLN. La aprobación de sus medidas, durante el primer año, alcanzó el 94% por
parte del pueblo salvadoreño, muy a pesar de las críticas por parte de los
organismos internacionales defensores de los derechos humanos. Discurso en la ONU
Dentro de sus promesas
electorales están:

Mejorar la calidad de vida, bienestar social.

Fortalecer el aparato del estado y las
instituciones.

Pasar la página post-guerra. Luchar contra
las pandillas.

Combatir la corrupción y extorsión.

Recuperar la identidad de los ciudadanos.
PROBLEMA DE SEGURIDAD
REGIONAL
El Presidente Bukele, conoce
a su region y sabe perfectamente que una de las necesidades más importantes de
los ciudadanos es vivir en paz. Sin paz, no crece la economía, ni tampoco
llegan las inversiones. Su lucha contra este tipo de organizaciones no solo
beneficia al país en cuestión, también trae seguridad a Centro América, ya que
es una amenaza latente por la actual crisis social. Las pandillas se encuentran
entre la intersección del crimen y la guerra, han evolucionado hasta
constituirse actores sumamente sofisticados y peligrosos.
¿Qué son las pandillas?
Mara Salvatrucha
(generalmente abreviado como MS, Mara, y MS-13) es una organización
internacional de pandillas criminales cuyas actividades incluyen: violación,
narcotráfico, extorsión, contrabando de armas, secuestro, robo y asesinatos por
encargo, entre otras. Se originaron en Los Ángeles (California) y se han
expandido a otras regiones de Estados Unidos, Canadá, México, el norte de
Centroamérica (Guatemala, El Salvador, Honduras) y en el sur y oeste de Europa
(en el sur de Europa Italia, Portugal, España). La mayoría de las pandillas
están integradas por inmigrantes centroamericanos (salvadoreños, guatemaltecos
y hondureños), así como de algunos mexicanos y se encuentran activas en zonas
urbanas y suburbanas. Tienen células (clicas) localizadas principalmente en
Centroamérica. Los países más afectados por la mara Salvatrucha son Guatemala,
Belice, El Salvador, Honduras, en menor medida Canadá, Estados Unidos y México.
Sin embargo, los únicos países centroamericanos que han logrado mantener
alejado este movimiento son Nicaragua, Costa Rica y Panamá. En Sudamérica se
han reportado algunos brotes en Ecuador, Bolivia, Perú, Colombia y Venezuela,
aunque han fracasado en sus intentos de establecerse. Los miembros de la mara
Salvatrucha se distinguen por tatuajes que cubren el cuerpo y, a menudo, la
cara, así como el uso de su propio lenguaje de señas. Son conocidos por su uso
de la violencia y un código moral propio que consiste, en su mayor parte, en
crueles actos de venganza.
Esta crueldad excesiva de
los miembros de las maras o «mareros», les permitió ser contratados por la
organización delictiva de Sinaloa, dirigida por Joaquín Guzmán Loera, para ser
entrenados en el manejo de armas y contrarrestar la fuerza de la Organización
del Golfo (Los Zetas), una guerra que azota el sur de la frontera de Estados
Unidos.
RENOVACION FINANCIERA
DECRETO 57 (Junio 9,2021) LEY DEL BITCOIN
ASAMBLEA LEGISLATIVA DE EL
SALVADOR, CONSIDERANDO:
I.
Que de conformidad al art. 102 de la constitución
de la republica, el Estado esta en la obligación de fomentar y proteger la
iniciativa privada, generando las condiciones necesarias para acrecentar la
riqueza nacional en beneficio del mayor numero de habitantes.
II.
Que bajo el Decreto Legislativo Nro. 201, del
30-11-2000, se adopto el dólar de EEUU como moneda oficial.
III.
Que aproximadamente el 70% de la población
no cuenta con acceso a servicios financieros tradicionales.
IV.
Que es obligación del Estado facilitar la inclusión
financiera de sus ciudadanos con el fin garantizar en la mejor manera sus
derechos.
V.
Que con el objetivo de impulsar el
crecimiento económico del país, se hace necesario autorizar la circulación de
moneda digital cuyo valor obedezca a criterios de libre mercado, a fin de
acrecentar la riqueza nacional en favor del mayor número de habitantes.
VI.
Que conforme a los considerandos anteriores,
es indispensable emitir las reglas básicas que regularan el bitcoin.
Por
tanto en uso de sus facultades, iniciativa del Presidente y por medio de su
Ministra de Economía: Decreta LA LEY DEL BITCOIN.
En su principio base, presenta
una realidad no solo de Centro América, yo diría a nivel mundial. El gran
problema de ejecutar un sistema nuevo, es la información del ciudadano y adaptación,
mientras no lo entiende o comprende, es
imposible sacar algún provecho de cualquier medida. Es complicado, realizar
intercambios comerciales sin entender como funciona el proceso, incluyendo ventajas
y desventajas. Poner en marcha el bitcoin
requiere internet, buenos equipos tecnológicos y sobre todo, juzgar los
procedimientos. Ningún sistema es perfecto, siempre corres un riesgo, no solo
de robo de identidad, también de estafas. Sí se mueve al libre mercado, puedes
ganar o perder; pero, así pasa con toda inversión.
Otras consideraciones
interesantes….
1-. El Gobierno por medio de
Bitcoin, por su alta tasa de migración (tenemos 2 millones de migrantes en EE.
UU.) Se podría ahorrar cerca de 430 millones de dólares anuales pagados en
comisiones por envío de remesas.
2-. Con la implementación de
la Ley Bitcoin el turismo ha crecido en un buen porcentaje, y eso ha
beneficiado al país en muchas maneras, no solo por el aporte económico que los
turistas dejan, sino porque llevan su experiencia y la cuentan a otros.
3-. La instrucción del
Bitcoin se está formado desde la base. Hay proyectos, que promueven la
educación relacionada con Bitcoin.
4-. El Salvador ha
demostrado que Bitcoin sí puede ser utilizado como dinero.
SOCIAL
Gobierno del Presidente
Nayib Bukele presento la reforma de pensiones, que incluye importantes cambios
que priorizan los beneficios de todos los pensionados y cotizantes, un trabajo
extenuante con varios sectores de la sociedad.
Con esta reforma, la pensión aumentará para todos, el patrono pagará
más, el empleado seguirá pagando lo mismo, las AFP (Institución Administradora
de Fondos de Pensiones) recibirán menos, la rentabilidad de los ahorros de
pensiones subirá; y nadie volverá a jugar con el ahorro de los trabajadores,
como lo hacían antes los gobiernos.
“No se trata de una
nacionalización, somos respetuosos del derecho a la iniciativa privada pero
regulada por el Estado, que asegure que los verdaderos beneficiarios reciban
todo aquello que merecen», dijo el titular de Hacienda.
Además, la reforma de
pensiones contempla que quienes ya retiraron el adelanto de sus ahorros no
tendrán que devolver el dinero, no pagarán más ni tendrán que trabajar más años
y su pensión también aumentará, aunque en un porcentaje menor de quienes no
retiraron el adelanto. No se incrementa la edad de retiro.
Se mantiene el
funcionamiento de la cuenta de garantía solidaria, cuya finalidad es el pago de
pensiones al agotarse la cuenta individual de ahorro para pensiones.
Para cumplir lo anterior, se
creará el Instituto Salvadoreño de Pensiones (ISP), que velará por los derechos
de los cotizantes, regulará los fondos de pensiones y asumirá las obligaciones
adquiridas previamente. El ISP absorberá al INPEP y deberá asegurar las fuentes
de financiamiento sostenible para el cumplimiento de los derechos
previsionales.
ALIANZAS Y NUEVOS CAMINOS
En entrevista con la cadena
estadounidense Fox News, el presidente de El Salvador, Nayib Bukele, destacó
que la alianza de los países que integran el BRICS (Brasil, Rusia, India, China
y Sudáfrica) está creciendo y que en poco tiempo podrían establecer un sistema
económico alternativo.
El mandatario resaltó que en
el futuro el mundo estará dividido en dos modelos económicos: el de los poderes
occidentales y "probablemente" el de los BRICS, en virtud de que la
alianza se encuentra contemplando la integración de nuevos aliados.
"Los BRICS están
creciendo y probablemente dentro de poco representarán más de la mitad del PIB
mundial, no solo porque los países por sí mismos crecen, sino porque también
invitaron a Arabia Saudita, Egipto, Nigeria y Argentina. Si sumas a todos serán
más del 50 % del PIB. Ellos serían entonces el mayor poder económico e
intentarían forjar un nuevo sistema económico", señaló el mandatario en su
conversación con el periodista Tucker Carlson.
"Somos el único país
con el bitcóin como moneda de curso legal y eso nos da una ventaja en el nuevo
sistema económico que está por venir", indicó Bukele, quien aseguró que
con la adopción de la criptomoneda, El Salvador ha registrado récords
históricos en turismo y flujos de inversión extranjera, a la par que se ha
posicionado con una nueva marca global, alejada de la violencia y pobreza con
la que suele vincularse al país.
El mandatario también
cuestionó el papel de los organismos financieros internacionales, a quienes
criticó por no tomar en cuenta otros factores, además del PIB, para medir el
progreso de una nación: "Se tienen otros indicadores como la seguridad, la
tasa delincuencial, personas sin techo, el empleo, la inflación", explicó
el mandatario, quien lamentó que no se incluyan estos elementos en el sistema
económico actual.
Respecto a otros temas, el
presidente arremetió contra la prensa que lo critica ya que, en su opinión,
"tergiversan la verdad", aunque aseguró que al final "la
realidad siempre se impone sobre las mentiras".
Medidas totalmente renovadas
y sostenidas, su periodo termina el año 2024, con un nivel alto de popularidad en
su país y en América Latina. Maneja sus redes y se postulará para la reelección.
Pone en duda todo proceso hasta hoy, organizaciones
financieras y a los que defienden los derechos humanos, por
una sola razón, no producen resultados. Yo le deseo en su gestión éxito por el
bien de su nación y de América.

The Government of President
Nayib Bukele presented the pension reform, which includes important changes

ALLIANCES AND NEW PATHS
